Most of the people immigrating from India and China are doing so legally, via the airports rather than a physical border, so no infrastructure funding would be necessary. Unless and until India makes an effort to curtail their out of control population growth, I would support not issuing US visas for their citizens. Pew Research expects India to reach 1.7 billion people by 2060. I feel they've over-populated their available land and, instead of making an effort to stop that, they're spreading out to western nations.
