Many towns have open-air dog parks that are too hot to use for much of the day, so everyone gets there just before the sun goes down. How about creating large covered parks with solar panels on the roof that only drive AC units or evaporative coolers? They might become gathering places throughout the day, with or without dogs. Charge an hourly or daily fee that offsets the cost of installation and maintenance.
